  • Overview

    Incumbent is a member of the Strategic Sourcing Team but also works to support all aspects of the Procurement team.  The Strategic Sourcing division manages all sourcing activity for the procurement division (RFPs, negotiated bids, etc.) and continues to implement the best practices. Specifically, the team is tasked with managing the full life cycle of a procurement. Specifically, this entails conducting a spend analysis, researching purchasing and contracting best practices across the country,  developing all sourcing documents and negotiating on behalf of the State. Upon the completion of a fully sourced category (whether a commodity or service), the team will work with the Vendor Management/Supplier Performance Team for a smooth transition to contract finalization and management. The end product of the sourcing efforts (the established contract) may impact executive state agencies, bodies corporate and politic, elected officials, local units of government, K-12 public education and higher education institutions.

     

    Responsibilities

     

    1. Leads full-life cycle for all solicitations (RFPs, negotiated bids, etc.);
    2. Negotiates with vendor community to ensure that receive equal or better than market value (e.g., best offerings, lowest prices, etc.);
    3. Conducts the review of statewide spend/contracts and benchmarking (spend analysis);
    4. Facilitates input from evaluation team and other sources in order to reach consensus for an award decision;
    5. Writes all necessary documentation throughout the process (e.g., solicitation requirements/documents, recommendation letter, presentation documents, etc.);
    6. Ability to consider multiple award scenarios and assess the impact to the State;
    7. Creates and interprets complex quantitative and qualitative analyses, forming hypotheses, synthesizing conclusions and assisting to implement change;
    8. Researches specifications, purchasing trends and comparable contractual agreements;
    9. Establishes solicitation method and resulting contract's format (e.g., proposals requirements and proposal format requirements, pricing/cost format, contract deliverables, etc.);
    10. Coordiante with agency team during the procurement to ensure all understand the process and ensure the process moves forward.
    11. Other duties as assigned

    Qualifications

     

    • Excellent written and oral communication skills are a must.
    • Apply knowledge/expertise of strategic sourcing principles to various commodities and services.
    • Familiarity with team management, problem solving, data analysis, and conflict resolution.
    • Undergraduate degree is required; significant work experience in the business background or financial analysis may be substituted for the undergraduate degree.
    • Abilty to manage multiple proejcts and tasks.
    • Proficient in Microsoft Office, particularly in Excel.
    • Procurment experience preferred.
