Overview

  

Responsible for managing daily activities concerned with contracts for purchase of materials, products or services.  Reports to a Contract Manager within Contract Management Division.

Responsibilities

  • Plans, organizes and prioritizes daily work activities. and sets goals and objectives for;
  • Provides professional, timely and effective customer service to contract related internal and external customers.  This will include but not limited to Claims, Finance/Accounting, Program Area, Contractors and all others included in the contracting process;
  • Prepares and reviews contract documents, and agreements for acceptability of items to specifications;
  • Consults and assists assigned program area in, methods of payment, standard language and all other contract related language;
  • Consults and educates the program areas on current state contracting processes and the use of the necessary required forms needed to produce an accurate on time contractual document;
  • Contributes to review of RFP/Quote/Proposal documents when required;
  • Prepares document for signature approval, which includes writing contract, developing Financial Attachment A and other standard documents;
  • Assures all contracts meet established quality levels and conform to requirements set out by agency and other outside reviewing agencies;
  • Develops, coordinates, and communicates changes in progress of contract documents;
  • Attends and participates in bi-monthly Contract Operations and Strategic Initiative meetings along with other Contract meetings/trainings, organizationally, divisionally and statewide;
  • Establishes effective communication of contract status to contracting group and program area;
  • Updates Contract Management tracking sheets and contributes/updates the active contract site as necessary;
  • Other assigned duties.

Qualifications

  • Extensive knowledge of state procurement and contracting procedures, policies and regulations;
  • Extensive knowledge of source materials and references, including Federal and State laws governing various agency programs and contracts;
  • Thorough knowledge of system/software needed to develop, maintain and track Contracts.  This includes CMS, Peoplesoft and any other utilized system/Software;
  • Broad knowledge of divisional objectives, programs, operations and procedures; and agency program areas;
  • Maintain broad knowledge of upcoming initiatives and amendments well in advance of execution;
  • Working knowledge of accounting and budget principles;
  • Ability to comprehend, analyze, interpret and correlate very technical material and make recommendations on contract specifications;
  • Ability to develop and implement new principles and policies and discern any far reaching implication regarding contract or vendor;
  • Work closely with all groups within assigned Division and vendors to effectively manage the contracting process within timelines;
  • Create teamwork through the use of effective team leadership and facilitation skills;
  • Ability to maintain effective working relationship with contacts both within the agency and in outside constituencies;
  • Ability to maintain a close working relationship with the Divisions in order to implement the changes mandated by the new processes, programs and/or systems;
  • Ability to effectively present information and respond to questions from groups of manager, clients, customers, and the general public;
  • Ability to negotiate with vendors on behalf of the agency;
  • Ability to communicate orally and in writing.
